Deputy Foreign Minister of Armenia Robert Abisoghomonyan participated in the side event entitled “Early warning - early action for genocide and atrocity prevention: Strengthening global partnerships”

On December 8, in New York, on the sidelines of the UN high-level meeting to mark the tenth anniversary of the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide, Deputy Foreign Minister of Armenia Robert Abisoghomonyan participated and delivered remarks at the side event entitled “Early warning - early action for genocide and atrocity prevention: Strengthening global partnerships”. The event was organized by Armenia in cooperation with the UN Office for Genocide Prevention.

In his remarks, Robert Abisoghomonyan noted that the development of international law, global and regional multilateral systems as well as human rights protection mechanisms has not succeeded in effectively preventing the genocides and other mass atrocity crimes. The Deputy Foreign Minister underscored that immense technological progress and advances in means and weapons of warfare have not reduced casualties among civilian populations. In the context of preventing these man made disasters the Deputy Foreign Minister emphasized the importance of ensuring timely and collective response. Robert Abisoghomonyan noted that the identification and eradication of grave human rights violations, particularly those perpetrated against vulnerable groups, must form the core of the early warning architecture.

The Deputy Foreign Minister touched upon the conceptual issues of the early warning and early response mechanisms, highlighting the necessity to ensure coherence between their operational and policy components. In this vein, the importance of the Fifth Global Forum on the Crime of Genocide, held in Armenia in 2024 was emphasized.

Touching upon the systemic changes within the UN80 initiative, Robert Abisoghomonyan noted that these are motivated by multiple factors, including the need to ensure continued viability of the UN system against the backdrop of erosion of global and regional arrangements, as well as growing securitization of policies and priorities of the states.  

In conclusion, Deputy Foreign Minister Robert Abisoghomonyan reaffirmed the commitment of Armenia to advancing the UN capacities for prevention and risk assessment, as well as developing mechanisms that ensure accountability for crimes against humanity.

Note. On 5 September 2025, the United Nations General Assembly adopted by consensus the resolution on the “Tenth anniversary of the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of This Crime,” tabled by Armenia.

On December 9 2025, at the initiative of Armenia, the UN General Assembly will hold  a high level meeting to mark the Tenth anniversary of the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of This Crime.
